Notice of Shanghai City Finance Bureau and Shanghai City Development and Reform Commission on Matters Related to Government Information Disclosure Information Processing Fees

All relevant municipal departments, district finance bureaus, and development and reform commissions:
In order to implement the requirements of the "Notice of the General Office of the State Council on Printing and Distributing the Measures for the Management of Information Processing Fees for Government Information Disclosure"(Guo Ban Han [2020] No. 109)(hereinafter referred to as the "Measures"), with approval from the municipal government, We hereby notify the following matters related to the information processing fee for government information disclosure (hereinafter referred to as: "information processing fee"):
1. When administrative agencies at all levels in this city carry out government information disclosure management in accordance with the law, they shall collect information processing fees in strict accordance with the charging scope, charging methods and charging standards stipulated in the Measures.The competent department for government information disclosure shall strengthen supervision and guidance, promptly handle complaints and reports submitted by applicants, and seriously correct illegal or inappropriate behaviors.
2. Information processing fees will be collected in accordance with the "Measures for the Administration of Collection of Non-Tax Revenue of the Shanghai City Government" and other relevant regulations. Fiscal bills will be used in accordance with regulations. Fees will be uniformly included in the "two lines of revenue and expenditure" management of administrative and institutional fees. Income will be paid to the municipal and district-level treasury respectively according to the affiliation of the administrative agency, and expenditures will be arranged by the financial department at the same level in accordance with budget management requirements.
3. Relevant units are requested to go to the financial department at the same level in a timely manner to handle the project registration and bill purchase procedures of the "Registration of Administrative and Institutional Charges and Bill Purchase Certificate". Publicize information such as charging items, charging standards, charging entities, charging basis, and charging objects in prominent positions at charging locations and websites, implement the reporting system for charging units and revenue and expenditure status, and consciously accept the supervision and management of the finance, price and audit departments.
