According to the provisions of the "Regulations on the Disclosure of Government Information", the department that receives an application for information disclosure shall respond to the applicant within the statutory time limit. If the applicant applies to the General Office of the Provincial Government, the General Office of the Provincial Government shall make a reply in accordance with the law. The reply method determined by the Provincial Legal Affairs Office, the Provincial High Court and other units in 2011 is that the General Office of the Provincial Government shall inform the applicant in writing within the statutory time limit, and the Provincial Department of Land and Resources shall reply to the applicant within the statutory time limit. It can be legally regarded as entrusted by the General Office of the Provincial Government to the Provincial Department of Land and Resources to respond within the statutory time limit and inform the applicant of this entrustment. This treatment does not violate the provisions of the Regulations on the Disclosure of Government Information, but its legal consequences are still borne by the General Office of the Provincial Government. If the General Office of the Provincial Government does not respond to the applicant's application on the grounds that land acquisition approval information is specifically produced and stored by the Provincial Department of Land and Resources, or informs the applicant that he should apply separately to the Provincial Department of Land and Resources, there is still no legal basis.
